Wajumbe wa Kamati ya mpito ya kusimamia uanzishwaji wa Tume ya Teknolojia ya Habari na Mawasiliano (TEHAMA) katika picha ya pamoja.

Wajumbe wa Kamati ya mpito ya kusimamia uanzishwaji wa Tume ya Teknolojia ya Habari na Mawasiliano (TEHAMA) katika picha ya pamoja.

WAZIRI wa Ujenzi, Uchukuzi na Mawasiliano, Prof. Makame Mbarawa, ameunda Kamati ya mpito ya kusimamia uanzishwaji wa Tume ya Teknolojia ya Habari na Mawasiliano (TEHAMA) ambapo ameipa miezi sita kufanya kazi kuanzia mwezi Aprili, 2016 ya kuhakikisha kuwa Tume ya TEHAMA inaanza kazi rasmi.

Katika kuhakikisha kuwa Tume ya TEHAMA inaanza kazi mara moja, Katibu Mkuu wa Wizara ya Ujenzi, Uchukuzi na Mawasiliano anayeshughulikia Sekta ya Mawasiliano, Prof. Faustin Kamuzora, amewakabidhi wajumbe wa Kamati hiyo Amri ya Rais wa Jamhuri ya Muungano wa Tanzania Na.532 iliyotolewa kupitia gazeti la Serikali Na. 47 la tarehe 20 Novemba, mwaka 2015 iliyoanzisha Tume na Hadidu za Rejea zinazoainisha majukumu yao. Majukumu hayo ni pamoja na kusimamia uanzishwaji wa Tume, kuandaa sheria ya kuanzisha Tume, na kutengeneza Mpango Mkakati wa Tume. Prof. Kamuzora amewataka wajumbe wa Tume hiyo kuepuka kuweka mitazamo au maslahi binafsi ya wao wenyewe au ya taasisi zao katika kipindi cha kuanzisha Tume, bali waishauri Serikali namna nzuri ya kuhakikisha kuwa Tume hiyo inaanza kazi ya kusimamia na kuratibu masuala ya TEHAMA nchini. Wajumbe wa Kamati hiyo wakiongozwa na Mwenyekiti wao na Katibu wa Kamati ya Kuanzisha Tume ya TEHAMA nchini ni kama ifuatavyo:

 Inj. James Kilaba (Mwenyekiti), Mkurugenzi wa TEHAMA kutoka Mamlaka ya Mawasiliano Tanzania,
 Inj. Samson Mwela (Katibu), Mkurugenzi Msaidizi wa Masuala ya Mawasiliano wa Wizara ya Ujenzi, Uchukuzi na Mawasiliano,
 Prof. Idris Rai (Mjumbe), Makamu Mkuu wa Chuo, SUZA,
 Bi. Joan Mbuya (Mjumbe), Mkurugenzi wa Sera na Mipango-Ofisi ya Mkaguzi Mkuu wa Serikali,
 Inj. George Mulamula (Mjumbe), Mkurugenzi Mtendaji-DTBi,
 Bw. Juma Rajabu, (Mjumbe), Mkurugenzi Mtendaji-Maxcom Africa,
 Bw. Maharage Chande, (Mjumbe), Mkurugenzi wa Huduma za Taasisi, Ofisi ya Rais-President’s Delivery Bureau, na
 Bw. Nicolaus Mhonyiwa (Mjumbe), Mkuu wa Kitengo cha TEHAMA-Ofisi ya Msajili wa HAZINA.

Aidha, Tume ya TEHAMA inatarajiwa kutekeleza majukumu mbalimbali ikiwa ni pamoja na yafuatayo: Kushiriki katika kushauri juu ya uwekezaji wa TEHAMA nchini kwa ubia na sekta binafsi; kuwatambua, kujenga uwezo na kuwaendeleza wataalam wa TEHAMA; kushauri na kushiriki pamoja na wadau katika tafiti za TEHAMA, uwekaji viwango na ubunifu katika sekta ya TEHAMA; na kushiriki katika kusimamia miundombinu na programu za kitaifa za TEHAMA.

Naibu Katibu Mkuu wa Wizara ya Ujenzi, Uchukuzi na Mawasiliano anayeshughulikia Mawasiliano, Dkt. Eng. Maria Sasabo, alisisitiza kuwa Kamati ina kazi kubwa ya kuona namna bora zaidi ya kuhakikisha kuwa Tume itatekeleza majukumu yake ipasavyo ikiwa ni pamoja na masuala ya uwekezaji; na kusimamia vema viwango vya wataalamu wa Sekta. Naye Mwenyekiti, Inj. James Kilaba, kwa niaba ya Kamati alishukuru kwa kuaminiwa na Serikali na pia aliahidi kuwa watatekeleza majukumu yao kikamilifu. Pia alimalizia kwa kusema, “hatutawaangusha”.

Tanzania na Japan zinatarajia kuanzisha ushirikiano katika matumizi ya Teknolojia ya Habari na Mawasiliano (TEHAMA) kwa kuwaunganisha wafanyabishara na vijana wanaojihusisha na masuala ya TEHAMA ili waweze kunufaika na fursa zilizopo katika nchi hizo.

Hayo yamebainishwa leo jijini Dar es salaam na Katibu Mkuu wa Wizara ya Ujenzi, Uchukuzi na Mawasiliano Prof. Faustin Kamuzora mara baada ya kukutana na kufanya mazungumzo na Mwakilishi Mkuu wa Shirika la Kimataifa la Maendeleo la Japan (JICA) nchini Tanzania Bw. Toshio Nagase ambaye alimtembelea ofisini kwake kueleza nia ya Shirika lake na nchi ya Japan kutaka kuwekeza kwenye Sekta ya TEHAMA nchini Tanzania.

Amesema mara baada ya kukamilika kwa taratibu zote za ushirikiano katika sekta ya TEHAMA vijana na wafanyabishara wa Tanzania wataweza kushirikiana na vijana na wafanyabiashara kutoka Japan katika kubadilishana uzoefu na ujuzi katika masuala ya TEHAMA na kuwawezesha kujiajiri wenyewe au kuajiriwa ndani na nje ya nchi.

Mawasiliano - 1

Prof. Kamuzora amesema kuwa Tanzania na Japan kwa muda mrefu zimekuwa zikishirikiana katika masuala mbalimbali ya maendeleo kupitia miradi ya ushirikiano hususan ujenzi wa miundombinu na masuala ya Ufundi.

Aidha, amesema kuwa Tanzania imekuwa ni nchi ya kuigwa duniani na kupigiwa mfano kwa kuwawezesha wananchi kupata huduma ya kutuma na kupokea pesa kupitia simu za mkononi na kufanya malipo mbalimbali.

“sisi kama Serikali tunawakaribisha wenzetu wa Japan kuja Tanzania kushirikiana nasi kuendeleza Sekta ya Mawasiliano na kuwekeza nchini kwetu ili wananchi wetu wanufaike na maendeleo ya Sekta hii kama ambavyo wenzetu wamepiga hatua kwa kuwa na kampuni za vifaa vya TEHAMA kama vile kampuni ya Sony”. Amesema Prof. Kamuzora.

Amesisitiza kuwa Serikali ya awamu ya tano chini ya uongozi wa Rais John Magufuli imeweka msisitizo katika uanzishaji na uendelezaji wa viwanda kwa lengo la kukuza ajira miongoni mwa watanzania na kuongeza kuwa mkakati uliopo ni kuanzisha viwanda vya kuzalisha vifaa mbalimbali vya TEHAMA kwa kuwa Soko bidhaa hizo lipo.

Ameongeza kuwa Serikali ya Tanzania kwa kushirikiana na JICA imejipanga kuwekeza katika Elimu,Ujuzi na Stadi kwa vijana ili waweze kutengeneza Program za TEHAMA ambazo zinahitajika ndani na nje ya nchi hivyo kukuza uchumi miongoni mwa vijana hao.

Kuhusu kuwekeza katika Elimu katika masuala ya TEHAMA Prof. Kamuzora amesisitiza kuwa hakuna nchi iliyowahi kuendelea duniani bila kuwa na wabunifu wake wa ndani na kuongeza kuwa Tanzania sasa inao vijana wenye uwezo wanaofanya vizuri katika Teknolojia ya Habari na Mawasiliano.

“Dhana ya kutengeneza viwanda lazima ihusishe ubunifu wa kutengeneza Programu, hakuna nchi iliyoendelea bila kuwa na wabunifu wa ndani tunachohitaji sasa ni uwepo wa vijana ambao wakao tayari ” Amesisitiza Prof. Kamuzora.

Prof. Kamuzora amesema Tanzania inazo fursa nyingi za kuwawezesha vijana ikiwemo uanzishaji wa viwanda vidogo na vya kati vya kutengeneza programu za TEHAMA hivyo ushirikiano ulioonyeshwa na JICA utawezesha viwanda vya kutengeneza vifaa mbalimbali kuanzishwa kupitia wabunifu waliopo.
“ Tanzania tunao vijana wabunifu wenye uwezo, kupitia Tume ya Sayansi na Teknolojia ( COSTECH) wameweza kubuni na kutengeneza teknolojia mbalimbali kusaidia shughuli za Kilimo na uhifadhi wa Maliasili hapa nchini” Amesema.

Aidha, amesema Wizara kwa kushirikiana na JICA inafanya mpango wa kuwakutanisha wafanyabiashara; wawekezaji; kampuni; sekta binafsi na wadau mbalimbali wa Sekta ya Mawasiliano wa Tanzania na Japan ili kubadilishana uzoefu na kuainisha fursa na maeneo ya kushirikiana kwa lengo la kuendeleza sekta hiyo na ushirikiano wa nchi hizo mbili kwenye Nyanja ya TEHAMA.

Kwa upande wake mwakilishi Mkuu wa JICA nchini Tanzania Bw. Toshio Nagase akizungumza mara baada ya kufanyika kwa mazungumzo hayo amesema kuwa Tanzania na Japan kwa miaka mingi zimekuwa na ushirikiano wa karibu katika masuala mbalimbali.

Ameipongeza Tanzania kwa kupiga hatua na kufanya vizuri katika matumizi ya TEHAMA kwenye huduma za fedha kwa njia ya Simu na kubainisha kuwa Japan inayo mengi ya kujifunza kupitia mafanikio haya.

Amesma JICA imejipanga kusaidia awamu ya pili ya program zao nchini Tanzania hususan kwenye Miundombinu, uwekezaji kwenye TEHAMA na masuala ya kiufundi katika maeneo mbalimbali ambayo miradi ya ushirikiano inatekelezwa.
Nagase ameeleza kuwa Japan imejipanga kushirikiana kikamilifu katika masuala ya TEHAMA hususan kuwawezesha vijana na wafanyabiashara wa Tanzania na Japan kubadilishana uzoefu, ujuzi, ufundi katika masuala ya TEHAMA.

Amebainisha kuwa Japan iko tayari kushirikiana na Sekta binafsi nchini Tanzania kupitia biashara na uwekezaji kwenye makampuni yanayojishughulisha na TEHAMA.

Waziri wa Ujenzi, Uchukuzi na Mawasiliano Profesa Makame Mbarawa, ameutaka Wakala wa Majengo Tanzania (TBA) kuzingatia thamani ya fedha kwa kila mradi wa ujenzi wa nyumba wanaoutekeleza nchini.

Ametoa agizo hilo wakati akikagua maendeleo ya ujenzi wa jengo la ghorofa saba katika eneo la Sida Ada Estate linalojegwa na Wakala huo jijini Dar es Salaam.

Amemuagiza Mtendaji Mkuu wa TBA Arch.Elius Mwakalinga kuhakikisha kuwa wapangaji wote wanaoishi kwenye nyumba za Wakala huo kulipa kodi zote kwa wakati na watakaoshindwa wahame mara moja.

“Natoa mwezi mmoja kwa watumishi ambao hawajalipa watafute sehemu nyingine ya kukaa, ili wakala apangishe nyumba hizo kwa anaeweza kulipa kwa wakati “,amesema Profesa Mbarawa.

Amewataka watumishi wote wa TBA kufanya kazi kwa malengo yanayopimika ili kuweza kuleta tija na kuongeza pato la Wakala.
Kwa upande wake Mtendaji Mkuu wa TBA Arch.Elius Mwakalinga amemhakikishia Waziri kuwa Wakala unaendelea kutoa huduma ya matengenzo na ujenzi wa nyumba na ofisi za Serikali katika mikoa yote 25 ya Tanzania Bara.

Aidha, ametaja baadhi ya changamoto zinazokabili Wakala huo ni mahitaji makubwa ya nyumba kwa watumishi wa umma kuliko uwezo wa Wakala ambapo kwa sasa mahitaji ya nyumba za watumishi wa Umma ni takribani laki nne.

Ameongeza kuwa kasi ya mabadiliko ya teknolojia hailingani na uwezo wa wakala hivyo ameomba Waziri Profesa Mbarawa kuuwezesha Wakala huo kimtaji na kimafunzo ili uweze kushindana na soko na kuboresha sekta ya ujenzi wa nyumba nchini.

Naye Katibu Mkuu wa Sekta ya Ujenzi, Eng. Jospeh Nyamhanga amesisitiza umuhimu wa kubadili mtazamo wa Wakala kufanyakazi kimazoea na badala yake kuwa na mtazamo wa kibiashara ili kuweza kujitegemea kama lengo la kuanzishwa kwa wakala huo. Aidha ameongeza kuwa atahakikisha kuwa Wakala huo unapata magari kwa kuongeza tija katika utendaji kazi.

Wakala wa majengo umetumia kiasi cha takribani Bilioni 5 kwa ujenzi wa jengo la ghorofa saba lililojengwa katika eneo la Sida Ada Estate ambapo ujenzi huo umekamilika kwa asilimia tisini na tano.

Namna ya kutafuta simu yako kupitia Google.

Inatokea mara nyingi umeweka simu yako mahali na baada ya muda kidogo unasahau kuwa umeiweka wapi. Ukiwa upo nyumbani sio hatari, ila kama umekaa bar, simu yako inaweza ikawa mikononi mwa watu wasiokutakia mema. Kwa kutumia google unaweza ukafanya mambo yafuatayo.

  • Ukapiga simu (simu yako itaita hata kama ipo kwenye vibration)
  • Uka ukaifunga (lock) simu yako
  • Ukafuta data zote zilizopo kwenye simu.

Ili iweze kufanya kazi, unatakiwa uwe umewasha location kwenye simu yako.
Kama umepoteza simu yako, au umeisahau nyumbani na unawasiwasi hujaifunga, unaweza kufanya yafuatayo.

  • Log in kwenye google.com kutumia account ambayo unatumia kwenye simu yako ya android.
  • Nenda kwenye google search na tafura “where is my phone”
Unaweza kupiga, kufunga au kufuta data kutoka kwenye simu yako

Ofisi ya Mkuu wa Mkoa wa Morogoro imewapeleka wataalamu kutoka Taasisi ya Utafiti wa Viuwatilifu ya Kitropiki (TPRI) wilayani Kilombero kufanya uchunguzi wa zao la mpunga linalosadikiwa kuharibiwa na dawa zilizomwagwa na Kampuni ya Kilombero Plantation (KPL) inayomiliki mashamba yanayopakana na mashamba ya wananchi.

Hayo yamesemwa leo na Mkuu wa Idara ya Uchumi na Uzalishaji Mali Mkoa wa Morogoro Bw. Ernest Mkongo kuhusu uchunguzi unaoendelea kufanyika katika mashamba ya wananchi ili kutathmini athari zinazotokana na dawa hizo.

“Wataalamu kutoka TPRI wameshafanya uchunguzi wa awali na mpunga huo umeonekana kuwa na rangi ya njano isivyo kawaida, hivyo wamechukua sampuli za mpunga huo na kuzipeleka maabara kwa ajili ya uchunguzi zaidi ili kujua kama umeharibiwa na dawa za kuondoa magugu zilizomwagwa na Kampuni ya KPL” alisema Mkongo

Aidha, Bw. Mkongo ameongeza kuwa, Taasisi ya TPRI ina wataalamu wa uhakika kwa hiyo anaamini watatoa majibu ya ukweli juu ya tatizo hilo.

TPRI ilianzishwa miaka ya 1940 ambapo kwa Tanzania ilirasimishwa rasmi katika Katiba ya Jamuhuri ya Muungano wa Tanzania kwa Sheria Na. 18 ya mwaka 1979 kwa ajili ya kufanya uchunguzi wa dawa zinazoathiri afya ya binadamu, wanyama na mazao.

KAMPUNI ya simu Tanzania imetoa msaada wa komputa kumi pamoja na kifurushi cha internet ya bure yenye kasi ya 2Mbps kwa muda wa miezi sita kwa kituo cha Global Outreach Tanzania vyote vikiwa na thamani ya shilingi milioni ishirini laki moja na tisini na saba elfu mia sita ( Tshs.20, 197,600/=) ili kuendeleza juhudi zinazofanywa na Serikali na wadau wengine katika kuboresha mfumo wa elimu yetu kwa ajili ya maendeleo ya taifa letu.

Akiongea wakati wa kukabidhi komputa hizo kwa niaba ya afisa Mtendaji mkuu wa TTCL Dr. Kamugisha Kazaura, Mkuu wa biashara kanda ya Nyanda za juu kusini Bw. Juvenal Utafu ameipongeza Global Outreach Tanzania kwa kuanzisha mchakato huu wa kuinua elimu kupitia Teknolojia ya Habari na Mawasiliano(TEHAMA) ili kuendana na wakati na kuwafikia walengwa wengi kwa gharama nafuu na anaamini juhudi zao zitasaidia kujenga jamii yenye maarifa (knowledge society) katika zama hizi za uchumi maarifa (knowledge economy) na hivyo kuchangia katika juhudi za serikali kufikia malengo yake hasa katika kuleta maendeleo ya haraka kwa kwa wananchi wake wa kada mbalimbali.

Aidha Bw. Utafu amewaasa wanafunzi waitumie huduma hiyo ya internet kwa malengo yaliyokusudiwa. Waachane na matumizi mengine yasiyo na tija ambayo yanapatikana kwenye internet kutokana na maendeleo ya sayansi na teknolojia.

Aliongeza kuwa TTCL kwa sasa iko kwenye utekelezaji wa mabadiliko ya kibiashara na teknolojia kwa lengo la kuporesha huduma zake kwa wateja; wanatarajia ifikapo mwishoni mwa mwezi Septemba mwaka huu kuingia kwenye teknolojia ya GSM na LTE ili kuboresha utoaji wa huduma za simu za mkononi/kiganjani, simu za mezani na huduma za data nchi nzima hivyo Wananchi na taasisi mbalimbali watarajie kupata huduma nyingi na bora zikiwemo kutuma na kupokea fedha na vifurushi vya intanet yenye kasi kubwa.

Naye mgeni rasmi katika hafla hiyo Bw. Nasibu A. Mengele aliyemwakilisha Afisa Elimu Mkoa wa Iringa Bw. Eusedius Mtavangu ameishukuru TTCL kwa juhudi zake za kuinua sekta ya elimu pamoja na sekta nyingine pia. Jambo hili ni mfano wa kuigwa kwa makampuni mengine, sisi serikali tunatambua mabadiliko na ukuwaji wa teknolojia kwa kasi ambao si budi kwa Tanzania- tukiwemo wana Iringa, tukajiandaa vyema ili kukabiliana na maendeleo hayo ili tusibaki nyuma.
Global Outreach Tanzania inasaidia shule 13 na inatoa elimu ya komputa bure kwa wakuu wa shule, wasimamizi wa maktaba za komputa na walimu kwa ujumla. Mpaka sasa zaidi ya walimu 500 na wanafunzi 5000 wamenufaika na mafunzo hayo.

INCREASED Internet access will generate more consumer spend than any other media product or service in the next five years in the South African entertainment and media industry, according to a report issued by PwC today. South Africa’s entertainment and media market is expected to grow by 10.2% compounded annually (CAGR) from 2014 – 2018 to a value of R190.4bn.
By far the largest segment will be the Internet. Combined revenues from Internet access and Internet advertising will account for an estimated R71.6bn in 2018, accounting for 37.6% of total revenues, according to PwC’s South African Entertainment and Media Outlook: 2014-2018 (‘The Outlook’).

Vicki Myburgh, Entertainment & Media Industries Leader for PwC South Africa, says: “Growth in the South African entertainment and media industry is largely being driven by the Internet and by consumers’ love of new technology, in particular mobile technology, such as smartphones and tablets, as well as applications powered by data analytics and cloud services. Technology is increasingly being driven by consumers’ needs and expectations.”
 
The fifth edition of PwC’s ‘South African Entertainment and Media Outlook’ presents annual historical data for 2009-2013 and provides annual forecasts for 2014-2018 in 12 entertainment and media segments. The Outlook includes historical and forecast data on the Internet, television, filmed entertainment, radio, recorded music, consumer magazine publishing, newspaper publishing, consumer and educational book publishing, business-to-business publishing, out-of-home advertising, video games, and sports. It gives a detailed breakdown of these sectors.
 
The Outlook also includes detailed information for South Africa, Nigeria and Kenya in each of the 12 industry segments. Aside from the Internet, The Outlook predicts that the fastest growth will be seen in video games and radio, which will enjoy growth rates at 9% and 8.2% respectively. “Video games has made the greatest transition to digital, largely due to the popularity of mobile gaming, but also because of the increased potential for digital distribution of console games,” adds Myburgh. The study projects that 27% of console revenues are forecast to be digital in 2018.
 
The slowest growing segment in the E&M industry will be the music industry, according to the survey. Annual revenue is forecast to grow marginally by a CAGR of 0.5% to remain relatively flat at R2.18bn in 2018. Television is the second-largest segment, with combined revenues from TV subscriptions and advertising projected to reach R39.6bn in 2018. The study shows that advertising accounted for 38% of revenue in the E&M industry in 2013, although this share is expected to fall to 33% in 2018, largely due to internet access increasing its market share significantly over the same period. The strongest drivers of growth in the sports segment will come from sponsorships and media rights. South Africa will see total sports revenues of an estimated R20.5bn in 2018, up from R14.8bn, and rising at a CAGR of 6.7%.
 
End-user spending, consisting of spending by consumers and other end-users on products and services produced by the entertainment and media industry, will rise at 12% CAGR over the next five years from R72.8bn in 2013 to reach an estimated R128.1bn. Although there is a significant change in the way consumers spend their money, digital revenues in other segments remain relatively small. Nevertheless digital is on the rise both in terms of consumers and advertising revenues. The study also shows that revenue in the film industry is expected to grow by a 7.1% CAGR over the next five years to reach R3.4 billion in 2018.

Electronic home video is also catching on rapidly in the film segment. Far less digital take-up is being seen in the magazine, newspaper and book segments, with digital revenues for each forecast to be under 7% of the total, even in 2018. Although consumers may be browsing newspapers and magazine-style websites online, monetising these consumers presents much more difficulty for E&M businesses.
 
Nigeria
Nigeria’s entertainment and media revenues will reach an estimated US$8.5bn in 2018, more than doubling from the 2013 figure of US$4.0bn at a CAGR of 16.1%. This represents one of the fastest growth rates in the world. The Internet will be the key driver for Nigeria, where the number of mobile Internet subscribers is forecast to surge from 7.7 million in 2013 to 50.4 million in 2018. Television in the form of advertising and subscriptions and licence fees, will also become a US$1 billion-plus market in 2018, while the market will grow steadily.
 
Kenya
Kenya recorded US$1.7bn in entertainment and media revenues in 2013, and this is forecast to rise to US$3.1bn in 2018. Once again, it is Internet access that is driving growth Television and radio will account for combined US$1 billion-plus of revenues at the end of the forecast period.
 
The objective of the PwC Country Connectivity Index is to measure the state of connectivity for all markets in sub-Saharan Africa (SSA) with a population of over 10 million. The findings presented in the Index highlights those markets that offer the greatest potential for the future consumption of entertainment and media services because of their relative maturity in terms of connectivity.
 
As the most mature of Africa’s markets, it should be no surprise that South Africa tops the Index as it offers significant potential as a strong entertainment and media market. Although South Africa scores highly (83%) across current connectivity and quality of connectivity, there is still room for improvement. Mobile broadband services are still expensive for consumers with almost 0.5% of a South African consumer’s average GDP per capita going towards mobile broadband services.
 
Kenya (75%) also performs well in the rankings with the continued rise in its international bandwidth usages. Although broadband penetration may be high – as in the case of Nigeria- this does not necessarily mean that a country scores highly. At 0.6% of the average GDP per capita in Nigeria, the cost of mobile broadband services is too high. Highlighted below are three snapshots of SSA markets with a particular focus on their TV and broadband markets and assessment of the scope for growth in their entertainment and media sectors.
 
Angola
Much of the media in Angola is government-controlled. Deregulating the media is a gradual process and the handful of emerging ‘private’ radio and newspaper operations are mostly bankrolled – so limiting their independence. Among TV households, pay-TV penetration is high at 75%. TV currently comprises 28% of advertising spend, a figures that is likely to drop by two percentage points over the next five years. Angola is comparatively well connected, with about one in ten Angolans able to access the Internet by way of a mobile network and two percent of households also able to access fixed broadband services. However, international bandwidth is still scarce. If the country’s Internet market is to be better penetrated, greater infrastructure investment will be required.
 
Ghana
A relatively mature TV and Internet infrastructure in Ghana assists in making it a market in which consumers are more receptive to advertising. At the end of 2013, 58% of households had access to a TV set, according to the study. The leading four terrestrial channels comprised 96% of audience time and 12% of TV households were digital. In spite of a decline in 2011, total advertising revenues are now on the rise again with total spend reaching GHS245.6 million (US$73.3 million) in 2012. Ghana scores well in the Connectivity Index. The Government appears committed to supporting growth plans for broadband services which are relatively affordable compared to other markets in the continent.
 
Tanzania
As at the end of 2013, 13% of Tanzanian households had access to a TV set, according to independent analyst and consultancy firm Ovum. This number has dropped slightly in the last two years as a result of the state’s decision to proceed with an analogue terrestrial switch-off before the public was ready, leading to many households actually losing their access.
 
Ovum forecasts another fall in TV adoption in 2015 when national analogue switch-off takes place, but the numbers of those with access to TV will rise again to one in five of the population in 2019. Radio dominates the advertising sector in Tanzania, contributing just over 50% of revenues, with TV accounting for about 30%. Of the three markets covered in our studies, Tanzania ranks highest. The Government has embraced competition and the role of the private sector in improving economic and social development.
 
Myburgh concludes: “The future may well be digital in South Africa, as with the rest of the world – many of its products and services can already be delivered in digital form. But we believe that progress in the South African E&M market will be gradual and that there are still plenty of opportunities for ‘old’ and ‘traditional’ media yet.”

AT a high-level forum in the Rwandan capital, H.E. President Kagame, President of Rwanda and World Bank Vice President for Africa Makhtar Diop highlighted Africa’s urgent need for larger numbers of scientists, engineers, and technicians who can meet the growing market demand for such expertise and contribute to development and shared prosperity in their countries.

Themed “Accelerating Africa’s Aspirations,” the forum on Higher Education for Science, Technology and Innovation was co-hosted by the Government of Rwanda, a champion of science and technology, and the World Bank, one of Africa’s largest development partners in higher education. The forum aimed to boost science, technology, and engineering capability as a key driver of economic growth and job creation.

The governments represented at the forum (Ethiopia, Mozambique, Rwanda, Senegal and Uganda), private sector participants and development partners issued a communiqué to the effect that they would invest strategically in science, technology, and engineering education to accelerate Africa’s progress into a developed, knowledge-based society within a generation.
 
H.E. President Paul Kagame said: “I welcome the commitment to strengthen and mobilise resources for building capacity in science and technology, in our pursuit of Africa’s socio-economic transformation. Our collective commitment must be followed by concrete action to drive innovation for the development of our people and our continent.”

Makhtar Diop, the World Bank’s Vice President for Africa, who delivered the keynote address, said:
“To be more competitive, expand trade, and remove barriers to entering new markets, Africa must expand knowledge and expertise in science and technology. Let us set some bold targets: that we will see a doubling of the share of university students graduating from African universities with degrees in mathematics, science and technology by 2025. The time has never been more auspicious to focus on higher education, particularly in science, technology and mathematics.”

In the concluding communiqué, countries present committed to collaborate with development partners and the private sector to support Africa’s socioeconomic transformation with strategic actions to reform tertiary education systems; increase the share of students in science, technology and engineering; and improve the quality of learning and research.

They also committed to use growing foreign direct investment flows to build greater technological capability, to enroll more women in science and technology disciplines, and to strengthen science and mathematics education at all levels.

The forum highlighted the importance of setting up regional centers of excellence in various disciplines such as agriculture, biotechnology, health, water and sanitation, and ICTs.

“Regional partnerships help universities to pool their resources, achieve economies of scale, set up joint facilities and standards, and most importantly, share knowledge and expertise,” Diop noted, “Beyond the borders of the continent, we need to tap the vast experience of Brazil, China, India, and Korea.”

Giving his closing remarks, Permanent Secretary of Ministry for Communication, Science & Technology Prof Patrick Makungu commends DTBi, COSTECH, the Global Partnership of the US Department of State and CoderDojo of Ireland for their efforts.

DTBi-COSTECH together with the Global Partnership of the US Department of State and CoderDojo of Ireland launched the afriCoderDojo programme, the first of its kind in Africa. Based on the global open-source CoderDojo movement founded in Dublin, afriCoderDojo’s curriculum aims provide young people aged 10-20 years old with the basics of coding while having fun. Guest lecturers, local technology entrepreneurs and educators will be invited to participate in the learning program to highlight and showcase the opportunities in the field of internet technology & the first private sector partner joining the team is Technobrain Ltd.

Eng. George Mulamula, CEO of DTBi explains that so far 17 schools from Mbeya, Arusha, Mwanza, Moshi & Dar Es Salaam have asked to be part of this program.

The Minister of Communication Science & Technology, Prof. Mbarawa Makame sent his remarks prior to the launch and expressed his enthusiasm for the program. He expressed that he is, “ proud to be part of an initiative that [he] believes will go a long way towards ensuring young people have the necessary computer & innovative skills, education, and drive to compete in tomorrow’s integrated marketplace.”

TATIZO la ukosefu wa nishati ya umeme kwa jamii ya watu wa kipato cha chini Tanzania linatarajiwa kufikia kikomo, baada ya TOTAL, moja ya kampuni inayoongoza katika biashara ya nishati duniani, kupitia mradi wa ‘Total Access to Solar (TATS)’ kutambulisha aina mpya ya bidhaa za taa pamoja na vifaa vya kuchajia simu vinavyotumia nishati ya jua vyenye kudumu na vinavyopatikana gharama nafuu nchini Tanzania.

Total Access to Solar (TATS) ni mradi ulioanzishwa na TOTAL mwaka 2010, ukiwa na shabaha ya kuhakikisha upatikanaji wa suluhisho la vifaa vya nishati mbadala katika soko la dunia kwa matumizi ya kijamii na kiuchumi ikilenga jamii ya kipato cha chini. Mradi wa TATS unaendana na mlengo wa kibiashara wa TOTAL ambao ni “Kuwajibika katika upatikanaji wa nishati kwa watu wengi zaidi kadri inavyowezekana, na kupambana na mahitaji ya dunia,”

Miradi ya TATS yote inalenga katika kuleta mabadiliko ya kimaendeleo katika shughuli za kijamii na kiuchumi kwa kutumia nishati itokanayo na vyanzo vya uhakika vikiwemo Jua, Gesi, Mafuta na mabaki ya plastiki. Kwa kugundua mahitaji makubwa ya nishati mbadala kwa Watanzania, TOTAL Tanzania kupitia TATS imezindua rasmi bidhaa mpya zilizo chini ya mradi wa AWANGO, zikiwa ni maalum kwa ajili ya jamii ya Kitanzania.

AWANGO ni mradi unaoleta bidhaa zinazotumia nishati ya jua kuweza kuzalisha umeme. Lengo kuu ni kuwezesha matumizi ya nishati ya jua kama suluhu itakayowezesha upatikanaji wa umeme wa uhakika na nafuu kwa jamii ya watu wa kipato cha chini wanaoishi vijijini na pembezoni mwa miji.

Kabla ya kuzinduliwa Tanzania, mradi wa AWANGO ulishaanza kufanya kazi katika nchi nne duniani huku ukifanyiwa majaribio kwa zaidi ya mwaka mmoja. Baada ya mafanikio katika nchi za Cameroon, Indonesia, Kenya na Jamhuri ya Kongo, zaidi ya taa 125,000 na vifaa vya Jua viliuzwa, baadae mradi huu ulikua na kufikia nchi nyingine nane.

Akihutubia wakati wa uzinduzi wa AWANGO, mgeni rasmi Mhe. Prof. Sospeter Muhongo, ambae ni Waziri wa Nishati na Madini aliwapongeza TOTAL kwa kusaidia kutatua kero ya upatikanaji wa nishati ya uhakika nchini, “kwa niaba ya Serikali, nawapongeza TOTAL kwa kwenda mbali zaidi na kuona uhitaji wa wananchi wetu juu ya mabadiliko na kupiga hatua ya kutatua tatizo upatikanaji wa nishati”.

“TOTAL Wameweza kugundua njia bora ya kuisaidia jamii kwa kuleta vifaa ambavyo vitawasaidia kwenye shughuli za kijamii na kiuchumi. Kama wizara husika tunatambua mchango wa TOTAL kwenye hili na tunawahimiza kuendelea na juhudi zao za kutoa nishati ya gharama nafuu itayopatikana kwa urahisi kwa umma wa Watanzania.” Alisema Prof. Muhongo.

Kwa kuzingatia mahitaji makubwa ya umeme yanayoongezeka kila siku, bidhaa za AWANGO zimetengenezwa kukabiliana na ongezeko hili. Ufanisi, unafuu na kudumu kwa muda mrefu ndio sababu kubwa zinazofanya ya vifaa vya AWANGO kuwa tofauti na vifaa vingine vilivyozoeleka kutumika na jamii ya kipato cha chini.

Akizungumza juu ya upatikanaji wa bidhaa hizo, Mkurugenzi Mtendaji wa TOTAL Tanzania Bw. Stephane Gay alisema kwamba bidhaa hizi zitapatikana katika vituo vyote vya mafuta vya TOTAL vilivyopo takribani mikoa yote ya Tanzania, lakini pia kampuni hiyo itashirikiana na wadau wa maendeleo zikiwema asasi za kijamii katika usambazaji, ikiwa ni Dhamira ya kupeleka bidhaa za AWANGO nchi nzima.
Ikiwa kama bidhaa ya kibiashara inayosaidia jamii, AWANGO imejidhatiti katika kutoa huduma bora na ufanisi mkubwa kama ilivyo TOTAL. Mradi huu unatazamiwa kuwa na matokeo matatu katika njia tofauti za Kiuchumi, kijamii na kulinda mazingira. Shabaha kubwa ni kumpa Mwananchi wa kipato cha chini nguvu ya kujikwamia kimaendeleo kijamii na kiuchumi.

TOTAL Tanzania Ltd ni kampuni inayojishughulisha na usambazaji wa bidhaa za nishati ya petroli na mafuta ghafi. Kampuni hiyo ilianzishwa mwaka 1969 ikiwa na makao makuu yake Dar Es Salaam, Tanzania.
